I have filed FIOA request and got reference no. or control number with below information in letter after 3 weeks of mailing initial form G-639 (notarized)....
All FOIA/PA related requests, including address changes, must be submitted in writing and be signed by the requestor. Please include the control number on all correspondence. Requests may be mailed to the "FOIA/PA Officer at the National Records Center. P.O. Box 648010. Lee's Summit. MO 64064-8010" or fax to 816-350-5785. You may also submit FOIA/PA related requests to email address at uscis.foia@dhs.gov.

My PD has been current quite a few times since 06/2007. Last time when I called TSC, my NC was still pending. My FP was done during 07/07 and I heard from some one in this thread that FP is valid for 15 months only. So what should I do now. Should I go for an infopass and take an FP appointment ? Guys please advise.

I don't think there is any way of knowing if your case is pre-adjudicated. The only way you will come to know is if you receive an RFE or an interview appointment.
Although officially so far, USCIS has not branded an I-485 status as "pre-adjudicated", if you haven't received any RFE and/or any other negative status about your 485, and if your case is outside the processing dates of the Service Center, then obviously dude your case is pre-adjudicated. I don't understand why most of the people are ignoring this simple fact. I think we need to stop consider USCIS a mystery box, and start treating it like an organization that processes the applications in a structured way.

A few months back I read that USCIS is considering publishing another set of date known as "Qualifying Date" in their monthly visa bulletin. That date will define if you are "qualified" to file I-485. They will determine this date based on their workload. The idea behind is to avoid another July 2007 fiasco. They intend to process the 485's early rather than have you wait for your PD to become current. That way they will manage their workload efficiently and avoid visa wastage. They did indicate these applications to be pre-adjudicated then. I am guessing the official status of "pre-adjudicated" on your 485 application is coming soon.

Here's what i can add - my ead too has been pending for 4 months now.!
I went in for a second infopass this morning (14 degrees F - 5 block walk from where i parked.! I almost had a facial nerve plasy from the biting cold!). Anyway after looking into her system - the IO told me that the A # on my 485 receipt has not been linked to the 765 & 131 applications.! So she was busy typing so stuf for like 2-3 mins and then said that since my 485 was filed intially and the 765 & 131 were sent in after a month or so - hence this generated a miscommunication between both these sets of applications.
So since the A# is not tagged to the EAD & AP applications in thier system - i guess it seems like i have not filed for the EAD & AP at all.! Makes sense.?? I guess..!!
Anyway she was kinda nice....she was like... don't worry...etc..the last thing she said after i said thanks was "good luck - hang in there"..Imagine that coming from USCIS IO..!! Lets wait and see now if at all there is any progress on my case.!

We called USCIS before going there and were told to go there and then they would call the main center (NE) to "initiate" an interim EAD processing. Yet when we went there, the supposed to be supervisor told me that I was misinformed. She started bi*****g about how the USCIS customer service has been outsourced to a 3rd party company and they only read from old documents thus misleading people , blah, blah, blah...
Another officer who called my wife called NE center and gave them the A number and it did not show up. Reason: Although my 485 and EAD/AP were all sent to NE, for some reason, they shipped my 485 to TX thus leaving my EAD/AP without an A number. Their system is so screwed that they don't even have an option to amend that and put a note on my EAD/AP saying that the 485 is sitting in TX. Bottomline: We were sent back. We again called the USCIS and have initiated a "service request" to expedite. We will have to wait and see where it takes us. In the meantime, my wife is in a limbo as she is getting interview calls but is no sure what to tell them as her H1 is about to expire.

If that happens again it will be sick. But it is an easy way for USCIS to avoid processing applications in priority date order. Just have DoS (dept of state) make the bulletin move forward or make current for a brief time, then they can approve applications in any order convenient for them. Then move it back again so no one can send them new applications.
Think I'm kidding, that's what the 2007 July mess was caused by!

I applied for EAD and AP renewals concurrently on May 28th and sent following support docs for AP.
1. 2 photos.
2. old AP copy
3. I-485 copy
4. Passport biometric pages
5. EAD copy
FP appnt on June 23rd.
AP Approved e-mail on June 23rd.
My wife's Receipt was just 10 nos difference but she hasn't got it yet.
